Biography or Historical NoteA territorial library was established by Michigan's Territorial Council in 1828. When Michigan became a state in 1837, the library was placed under the control of the governor's secretary. Public Act 74 of 1840 transferred the state library to the Secretary of State. From 1885-1937, the library operated under the state's Library Department. Public Act 106 of 1937 established the State Board of Libraries and administrative control of the state library was transferred there. In 1965, the state library was transferred from the State Board of Libraries to the Department of Education by Public Act 380 and it was transferred to the Legislative Council in 1983 by Public Act 540, which also changed its name to Library of Michigan. The Library of Michigan was transferred to the newly created Department of History, Arts, and Libraries (HAL) by Public Act 63 of 2001 and was transferred back to the Department of Education when HAL was dissolved by Executive Order 2009-26.
